We are seeking an experienced and detail-oriented individual to join our Ethics and Compliance (E&C) team in Japan. In this role, you will be responsible for ensuring the accurate and timely reporting of aggregate spend data in compliance with Japanese regulations. You will work closely with cross-functional teams such as Finance, Sales, and Marketing, ensuring transparency in financial transactions. This role provides a great opportunity to work in a dynamic environment where you will have a direct impact on the ethical conduct and compliance of the organization.
Purpose & Scope of Position:
E&C Business Partner, Transparency, Japan is responsible for the delivery of strategic, comprehensive, and effective ethics and compliance program and business partnering for highly complex and critical aggregate spend activities globally. The purpose of this role is to support Transparency reporting with a focus on Japan

【職務の内容 / Essential Job Responsibilities】

• Support the successful execution of Japan transparency reporting processes, including data collection, remediation, validation, and reporting processes across relevant Astellas entities for spend

o Data Collection and Reporting:
- Compile, analyze, and report on all financial transfers of value to HCPs and HCOs in accordance with Japanese regulations (e.g., Japan Pharmaceutical Manufacturers Association (JPMA) Transparency Code), US Open Payments, and EFPIA standards.

o Compliance and Regulatory oversight
- Stay updated on any changes to Japan’s transparency requirements and ensure that company practices align with current regulations and collaborate with relevant colleagues to ensure proper disclosures.

o Data Integrity & Quality Assurance:
- Work with internal teams to ensure that data related to aggregate spend is collected, recorded, and maintained accurately.
- Conduct data validation checks to ensure that all reporting is consistent with internal policies and legal requirements.
- Identify, investigate, and resolve discrepancies in aggregate spend data, ensuring transparency and accuracy

o Cross-Functional Collaboration:
- Partner with various internal departments, including Legal, Compliance, Finance, Sales, Marketing, to gather relevant data on payments and other transfers of value.
- Provide training to internal stakeholders on aggregate spend reporting requirements and best practices for data collection.
- Assist with the development of policies and procedures to improve aggregate spend processes and ensure compliance across departments.

o Reporting
- Assist in the preparation of annual reports for disclosure to regulatory agencies
- Support the annual attestation process for reporting
- Ensure timely and accurate submission of aggregate spend data to relevant stakeholders and regulatory bodies.

• Identify and communicate when issues are identified and provide potential solutions
• Collaborate with the appropriate stakeholders to communicate progress, issues, etc. and to identify and communicate potential impacts to other areas of the organization
• As applicable, work on system, IT and data vendor strategies and processes relating to Japan aggregate spend and necessary enhancements
• Provide updates, recommendations, and analysis of data as requested
• Recommend changes to drive business objectives
• Assist in the development and delivery of training, as needed
• Maintain updated policies and procedures and create new guidance documents where gaps are identified
• In addition to the above, the position may be responsible for supporting other E&C project activities

【応募要件 / Qualifications】
<必須 / Required>
• BA/BS degree
• Minimum of 2 years’ experience in a regulatory area (e.g. compliance, finance, quality) within the life sciences industry with experience in Japan transparency / aggregate spend
• Expertise in compliance with law, regulations and industry codes relevant to a highly regulated industry. Knowledge of best practices relating to compliance in highly regulated industries
• Excellent collaboration skills (including at a regional and/or global level) and excellent written communication skills with various levels of management, including strong English written and verbal skills
• Knowledge of Japan transparency reporting requirements as it relates to the pharmaceutical industry

• Strong attention to detail and accuracy in data management and reporting.
• Excellent communication skills, both written and verbal, in Japanese and English.
• Ability to work independently and in a team environment, with strong interpersonal skills for cross-department collaboration.

①Base salary: will be decided by the candidate's experience, skill and capability.
②When Discretionary Work System is applied: Discretionary work allowance will be paid.(50,000~100,000yen, based on the Grade)
