【募集の背景 / Purpose & Scope】
The ILR Partner is an expert in the management of social partners and employee representative groups.
The Partner manages Collective Agreements and Bargaining, day to day activities and relationship management with social partners as well as support consultations and critical business change impacts for a cluster of countries.
The Partner works closely with the People Partner team to deliver Employee Relations advice, consistent change and escalate queries.

【職務の内容 / Essential Job Responsibilities】

Employee Relations
• Manage Collective Agreement and Bargaining – determine collective bargaining approach and engage with officials to complete any negotiation. Provide guidelines to HR on collective agreement requirements
• Manage Unions / Works Councils – perform on-going relationship management with labour representatives and own any required negotiations, helping to bring negotiations to a successful conclusion
• Legislative Alignment - develop and own process to ensure that policy provision remains current and updated in line with local country legislative changes, working with Legal and HR ops to introduce and sustain
• Employee Relations Strategy - As an Employee Relations expert, deliver the employee relations strategy in local geography and advise on local Labour Relations to help shape and define implementation of business changes
• Support Consultations - Support co-ordination and delivery of consultation activities with Employee Representative groups to ensure cohesive and well managed outcomes
• Change Impact - Provision of technical expertise on impact of change on people, advising on legal and ER risks and providing options and recommendation
• HR and ER Advice - Advises managers and employees on HR and ER topics and issues, in close collaboration with the HRD and the other subdivisions
• Compliance & Best Practice - Ensure that Astellas acts in compliance with ER law and best practice in each country
Disciplinary Committee Secretariat:
• Serve as the secretariat for the Japanese disciplinary committee, ensuring proper documentation, compliance, and execution of disciplinary actions.
• Maintain and update policies and procedures related to employee discipline and grievance handling.
• Advise HR and management on handling disciplinary cases in accordance with company policies and legal requirements.
Business Change Group/Transformation
• Support on all BCG project management priorities – project and stakeholder management, tracking and communication of all HR/ER business change projects. Responsible for co-ordinating required activity, timelines and work plan to ensure timely and successful delivery. Identify, escalate and manage risks through wider stakeholder & HRBP team discussions. Organise project status updates, reminders of deadlines etc, utilising regular Est-C HR leadership/BCG team management agenda where possible
Other such duties as may be reasonably required by the business

【応募要件 / Qualifications】
<必須 / Required>
• 2+ years of experience in labor relations
• Fluency in Japanese (both written and spoken)
• Establishes strong network with diverse people/functions in multi-disciplinary settings Japan.
• Ability to secure commitment from senior sponsors (local/international) and stakeholders (i.e. projects, budgets and resources).
• Strong presentation, communication, influencing and mgmt. reporting skills (compliance, qualitative/quantitative updates, risks/corrective action etc.) for diverse internal and/or external audience.
• Outstanding oral and written communication and presentation skills – articulate and persuasive
• Acts as ambassador for change; able to embrace/persuade to secure sponsorship, commitment and innovation.

①基本給:当人の経歴・技術・技能等を考慮して決定
②裁量労働制の場合:裁量労働手当として職務グレードに応じて50,000~100,000円支給
③フレックスタイム制の場合:月間の所定労働時間を超えて勤務する時間に対して時間外勤務手当を支給
①Base salary: will be decided by the candidate's experience, skill and capability.
②When Discretionary Work System is applied: Discretionary work allowance will be paid.(50,000~100,000yen, based on the Grade)
③When Flextime System is applied: Overtime allowance will be paid for time worked in excess of prescribed working hours.
